We should consult the French and Italians.
 
This high culture does not have such problems.
 
If you think about it, alcohol being illegal and taboo for "minors" creates circumstances and a habit of drinking as many drinks as one can cram in in a short amount of time. And, what gets one drunk? ...drinking the most amount of drinks in a short amount of time = creating the effects of drunkenness = which becomes addictive.
 
If we were civilized and less puritanical like the French and Italians about alcohol and were responsible in teaching our kids about alcohol as parents and a culture and created a more natural environment for just sipping on alcohol beverages like it's no big deal - then we would not have these lunatic kids slamming down as many drinks as they can in a short amount of time they're allowed to socialize.
